Speakers
M. Dillon Snowden, Ph.D., CRC, CCM
M. Dillon Snowden is a Rehabilitation Consultant with 23 years of experience in the field of medical, psychological and vocational management. Ms. Snowden has worked as a medical case manager, vocational counselor and rehabilitation supervisor, providing case management services for various lines of insurance coverage, employee benefit programs, the railroads and medical/rehabilitation facilities as well as for the State of
Texas vocational rehabilitation programs. Ms. Snowden also serves as a Vocational Expert and Life Care Planner for cases in litigation and the Social Security Administration. Ms. Snowden has a B.S. degree in Psychology from Baylor University and M.S. in Rehabilitation Counseling from the University of North Texas in Counseling and Behavior Medicine. She holds the designations of CRC, CCM and is licensed as a Professional Counselor in the State of Texas.
Candace Girard, M.S., CRC
Candace Girard is the Director of Disability Management at Union Pacific Railroad. She is a graduate of the University of Minnesota with a Bachelors Degree in Social Welfare. She earned her Masters Degree in Job Development/Job Placement from Drake University in Des Moines, Iowa. Ms. Girard qualified as a Certified Rehabilitation Counselor in 1985. She has more than 30 years of experience in the Railroad Industry.
Ruth A. Arnush, M.Ed., CRC
Ruth Arnush has a B.A. degree from SUNY at Corland and a M.Ed., in Rehabilitation Counseling from the University of Texas at Austin. She has worked in the field of rehabilitation counseling and case management for the past 28 years. She provided a full range of rehabilitation services to clients at the request of WC and LTC insurance companies, doctors, attorneys and case managers. She has testified in Federal and Superior Courts, and for Social Security Offices of Hearings and Appeals. Ms. Arnush worked as a Return to Work Manager covering the Los Angeles Service Unit of Union Pacific Railroad. She is currently the Sr. Disability and Prevention Manager for the Western Region of Union Pacific.
Kimberlee Foye, M. Ed, CRC
Kimberlee Foye is currently the Return to Work Manager for the Portland Service Unit of the Union Pacific Railroad (territory including the states of Oregon and Washington). She has worked in vocational rehabilitation in a variety of arenas as a vocational case manager and counselor to include long term and short term disability insurance, state vocational rehabilitation, and employer based rehabilitation return to work programs. She has a M.Ed from the University of Idaho in Counseling and Human Services and has been a CRC since 2000.

To obtain CEU’s, you must complete a session attendance verification slip for EACH session you attend and turn it in to the CEU Coordinator. You are also required to complete and turn in the conference evaluation form (exchange for your certificate).
